In January 2018, the ICED Facility undertook a preliminary assessment of the construction industry in Uganda using the Construction Capacity Framework (CCF) as a means to structure their assessment and reporting. This report summarises the key findings and initial recommendations for the Ugandan construction industry, identifying potential areas for investment in strengthening the industry and supporting Uganda’s development goals, and also to inform revisions and recommendations for further development to the CCF. This preliminary assessment focuses on the roads sector and draws technical conclusions about the industry more broadly. It is informed by a number of different stakeholder perspectives and a review of key documents, but does not provide a score or ranking of Uganda’s construction industry. The conclusions and recommendations do not attempt to be prescriptive but are intended as objective technical observations. Further consultation would be required to gauge the interest and political capital required to operationalise or implement these conclusions and recommendations.
